Reporting advancement is a requirement of the Boy Scouts of America. The Boy Scouts of America collects data about time worked on Eagle Scout service projects only because it points to a level of excellence in achieving the BSA aim related to citizenship. The application is then entered into the BSA system, filed locally, and then extracted from the BSA system by the National Advancement Program Team.

All notices of certification of the eagle scout application form application will be emailed to the Troop's Committee Chair, Scoutmaster, the District Advancement Chair and the District Eagle Coordinator. Once a Scout has been advanced in rank, advancement errors subsequently discovered must not be held against him for any future advancement, even if the requirements were not properly completed.

Awarded to registered Scouters who render service of an outstanding nature at the district level. The candidates should not be involved personally in transmitting any correspondence between persons listed as references and the council service center or advancement committee.

Appeals of unit level decisions are made at the district level, to the District Advancement Committee (normally by contacting the District Advancement Chairman). Scouts having completed any Eagle Scout rank requirements after April 1,1999, must earn the Personal Fitness merit badge and Cycling or Hiking or Swimming merit badges.

But this is not meant to preclude an enthusiastic Star Scout from talking with his Scoutmaster, religious leader, or principal about what a good project might be. Although reasonable efforts are made to accommodate a candidate's schedule, he should be prepared to make himself available at times when the board can convene.

Please see the current printing of the advancement committee's policies and procedures manual for more information on extensions. If a unit leader or unit committee fails to sign or otherwise approve an application, the Eagle candidate may still be granted a Board of Review.

Please note that the Scout Candidate must be at least 14 years of age, allow a minimum of four months to the project completion deadline. At least one district or council advancement representative must be a member of the Eagle Board of Review if the Board of Review is conducted on a unit level.

As a service, we will print a person profile for the applicant listing his rank and merit badges received on advancement forms. It is a PDF fillable and savable document and can be found at The workbook shows the project proposal was approved ahead of time, and then properly accepted by all parties when finished.

To ensure that your application reflects the information in BSA's data bases, it is recommended that you ask your unit Advancement Coordinator to prepare a Member Profile from Internet Advancement for you. The unit committee person will collect all letters and hold onto them until your completed Eagle Scout Rank Application and your Eagle Scout Service Project Workbook are ready to turn in to the Council Service Center.

Once the Scout has completed page five of the workbook, he must present the project for approval through the following channels-gaining approval at each level. You must use the Eagle Scout Service Project Workbook No. 512-927, in meeting this requirement. We strongly encourage each Scout and his unit leaders to utilize this resource to better understand the process.

A position statement from the Scout executive, designee, or council advancement committee must be included. The Scoutmaster decides and the board of review reviews what service in sufficient, but they are not ed to add to the requirements nor to reduce them.

Once a review has been held, or an appeal process conducted, responses shall be returned to the council, where they will be destroyed after the Eagle Scout credentials are released or the appeal is concluded. See the Boy Scout Handbook or Eagle Scout Rank Application for approved positions.
